The Commissioner on Interception of Communications and Surveillance, Mr Justice Woo, says his report on ICAC wiretapping shows that some law enforcers are less than frank about their actions. He told legislators that he didn't know what the motives had been when records of illegal ICAC wiretaps he'd asked to be handed over were destroyed. He said he had no proof that anyone had acted intentionally. In a report released last week, Mr Justice Woo revealed four cases of unauthorised ICAC phone tapping of conversations between lawyers and their clients in 2007.
