RTHKfirst began its radio service in 1928. Over the years, we have witnessed phenomenal social developments in Hong Kong and undergone many dramatic changes of our own. We have achieved a high level of credibility by operating under the principle of editorial independence. The foundation of RTHK's editorial operation is built around three sets of conventions: firstly, a Framework Agreement signed between our policy bureau and RTHK; secondly, a memorandum of understanding requiring compliance with the Codes of Practice issued by the Broadcasting Authority; and thirdly, the present set of Producers' Guidelines. In 1998, we began to codify our well-tried and tested editorial practices. This effort led to the publication of the first RTHK Producers' Guidelines, which enhanced the transparency and accountability of our operation. The Guidelines are a living document, reflecting not only our working principles, but also the community's expectation with regard to social norms and standards. We are pleased that local professional journalists' bodies have also addressed this issue and published a set of guidelines the spirit of which mirrors ours. Clear guidelines help our colleagues in applying their professionalism to the full to serve our audiences. At the same time, they provide a yardstick for the public to evaluate the performance of the station. It is our belief that "there can never be editorial autonomy without responsibility, freedom without restraint". This book of Producers' Guidelines will help our colleagues fulfill their editorial responsibilities, and strengthen RTHK's role as Hong Kong's public broadcaster.
